Jerky is a meat product, so it is usually regulated by USDA FSIS rather than FDA: the line sits at more than 3 percent raw meat, or 2 percent or more cooked meat or poultry12. The plant needs a grant of inspection and an establishment number, with inspectors on site during operations, and labels with special claims need approval first, usually a 5 to 10 day wait1.
